The following refers to the parts referring to the distribution of money (grants) to the States.
With regard to reading and tutoring,
on page 1535 of the PDF you will find:
‘‘ PART B—STUDENT READING SKILLS IMPROVEMENT GRANTS
‘‘ Subpart 1—Reading First
‘‘ SEC. 1201. PURPOSES.
‘‘ The purposes of this subpart are as follows:
‘‘ (1) To provide assistance to State educational agencies and local
educational agencies in establishing reading programs for students in kindergarten
through grade 3 that are based on scientifically based reading research, to ensure
that every student can read at grade level or above not later than the ..."
As I read the above and the stuff
that follows, it tells that (1) the Federal Government will give grants
to "State
Educational Agencies" -- meaning the Department of Education of each
State -- and (2) the States will give subgrants -- see page 1537 for the
following:
‘‘ (1) AUTHORIZATION TO MAKE SUBGRANTS.—In accordance with
paragraph (2), a State educational agency that receives a grant under this section
shall make competitive subgrants to eligible local educational agencies."
Further on page 1537:
" (4) LOCAL APPLICATION.—To be eligible to receive a subgrant under
this subsection, an eligible local educational agency shall submit an application
to the State educational agency at such time, in such manner, and containing
such information as the State educational agency may reasonably require." (The
text goes on to tell what the subgrantees must do.)
Also note on page 1539:
‘‘ (B) ADDITIONAL USES.—Subject to paragraph (8), an eligible
local educational agency that receives a subgrant under this subsection may use
the funds provided under the subgrant to carry out the following activities:
‘‘ (i) Humanities-based family literacy programs (which may be referred
to as ‘Prime Time Family Reading Time’) that bond families around
the acts of reading and using public libraries.
‘‘ (ii) Providing training in the essential components of reading
instruction to a parent or other individual who volunteers to be a student’s
reading tutor, to enable such parent or individual to support instructional practices
that are based on scientifically based reading research and are being used by
the student’s teacher.
‘‘ (iii) Assisting parents, through the use of materials and reading
programs, strategies, and approaches (including family literacy services) that
are based on scientifically based reading research, to encourage reading and
support their child’s reading development."
